Review UN Peacekeeping in Civil Wars / Cambridge University Press:Civil wars pose some of the most difficult problems in the world today and the United Nations is the organization generally called upon to bring and sustain peace. Lise Morjé Howard studies the sources of success and failure in UN peacekeeping. Her in-depth analysis of some of the most complex UN peacekeeping missions debunks the conventional wisdom that they habitually fail, showing that the UN record actually includes a number of important, though understudied, success stories. Using systematic comparative analysis, Howard argues that UN peacekeeping succeeds when field missions establish significant autonomy from UN headquarters, allowing civilian and military staff to adjust to the post-civil war environment. In contrast, failure frequently results from operational directives originating in UN headquarters, often devised in relation to higher-level political disputes with little relevance to the civil war in question. Howard recommends future reforms be oriented toward devolving decision-making power to the field missions. What determines success and failure in UN peacekeeping in civil wars? Debunking the conventional wisdom that they habitually fail, Lise Morjé Howard shows that the UN's record includes a number of important successful cases, where field missions have established autonomy from UN headquarters.

Review Diplomatic Dispute Settlement: The Use of Inter-State Conciliation / Asser Press:Variations of conciliation are included in many instruments, particularly in multilateral agreements concerning the environment, human rights, international trade and investment protection. Conciliation is also used on an ad hoc basis for the resolution of disputes between States, such as in border conflicts. Nevertheless, the method is rarely studied in depth from either a legal or political aspect. Focusing on conciliation in a broad sense (including variations of mediation, inquiry and non-compliance mechanisms), Sven Koopmans offers a timely discussion of non-binding dispute settlement between States. The book argues that the lack of familiarity with conciliation both causes its popularity in treaties and its difficulties in practice. The author proposes a new way of looking at conciliation and at its potentials and restrictions, and assesses the usefulness of this way of settling disputes. Focusing on conciliation in a broad sense (including variations of mediation, inquiry and non-compliance mechanisms), Sven Koopmans examines non-binding dispute settlement between States, proposes a new way of looking at the potentials and restrictions of conciliation and assesses the usefulness of this way of settling disputes.

Review The Arab-Israeli Accords:Legal Perspective (Cimel Book Series, 1) / Springer:This book brings together, for the first time, independent and highly respected lawyers and jurists from both sides of this century-old conflict, to identify and assess areas of common interest. As violence diminishes in favour of negotiation and compromise, all issues covered by the ongoing discussions will be determined by emerging rule of law. The book contains original contributions from an experienced team of Palestinian and Isrealic lawyers and scholars in the field and covers a range of strategic issues, including history and law, key international treaties, the domestic dimensions of the peace process, water arrangements, economic issues, and the legal institutions which are being created and must adapt to the new scene. An important feature of the book is that it succeeds in showing that the traditional opposition os Israeli and Arab views may be giving way to a common informed reflection on modes of coexistence primarily determined by law.

Review Cosmopolis: Prospects for World Government / Polity:This volume makes a challenging critique of the idea of Cosmopolis - that is, the idea of world or 'global' government. In recent years this idea has been put forward as a way of averting the threat of war and international disorder, and as a way of avoiding the destruction of the planet. Proponents of this idea call for a radical reform of the United Nations which aims to legitimize this institution as an international police force and as a provider of global justice. Zolo criticizes this new cosmopolitan philosophy and rejects the idea of trying to eliminate international conflict through the use of centralized and superior military force. He seeks instead to develop a conception of international relations which takes account of their pluralistic, dynamic and conflictual nature. This conception moves away from the logic of hierarchical centralization, which so dominates the UN Charter, and towards the logic of 'weak interventionism' and 'weak pacifism' which relies on self-organization, co-ordination and negotiation. Timely, provocative and iconoclastic, Cosmopolis is an important contribution to current debates in politics, international relations and social and political theory.

Review Peace through Law: Britain and the International Court in the 1920s (Royal Historical Society Studies in History) / Royal Historical Society:Lucid and meticulous. a significant contribution to the study both of British foreign policy and the League of Nations in the 1920s. ENGLISH HISTORICAL REVIEW This is the first book to examine the legal and political factors behind the policy of Britain and the British Dominions (Canada, Australia, South Africa, New Zealand and the Irish Free State) towards the League of Nations' attempt in the 1920s to persuade states to accept the compulsory jurisdiction of the Permanent Court of International Justice at The Hague. The British Government was initially publicly opposed to this, but the importance of the `peace through law' approach in Geneva and in British politics, and a favourable international climate, led Britain to accept compulsory adjudication by the end of the decade. The book is based on an exhaustive examination of British documents, and on discussions with one of the major British exponents of the `peace through law' approach, Philip Noel-Baker. It throws light on the attitudes of great powers towards international adjudication, and on an approach to peace that after years of neglect appears to have regained prominence with the ending of the Cold War. Dr LORNA LLOYD is Lecturer in International Relations at Keele University.

Review Regional Peace-keeping and International Enforcement: The Liberian Crisis (Cambridge International Documents Series) / Cambridge University Press:The military intervention in the Liberian civil war by The Economic Community of West African States (ECOWAS) marks a significant departure in regional peace-keeping. The operation, not authorised initially by the United Nations, to enforce a cease-fire and assist in the re-establishment of a constitutional government also has wider repercussions for international peace enforcement. This book reproduces significant documents, many of which are not otherwise available, including statements of the parties to the conflict, official documents emanating from ECOWAS detailing its peace-keeping efforts, and materials relating to the involvement of the United Nations and humanitarian organisations in the conflict. A substantive introduction provides a detailed analysis of the legal issues raised by this controversial operation. Uniquely reproducing significant documents and providing a detailed analysis of the legal issues raised, this book examines the departure made in regional peace-keeping by The Economic Community of West African States' military intervention in Liberia, and its repercussions for international peace enforcement.

Review Words Over War / Rowman & Littlefield Publishers, Inc.:The international community can creatively and aggressively address deadly conflict through mediation, arbitration, and the development of international institutions to promote reconciliation. The editors of this book designed a systematic framework with which contributors compare third party intervention in twelve conflicts of the post-Cold War period. They examine the role of international organizations-the United Nations, international development banks, and international law institutions-and they analyze the tools and forms of leverage in successful and unsuccessful mediations.

Review Conflict Resolution: The Analytic Hierachy Approach / Praeger Pub:This book demonstrates a new way to analyze and negotiate conflict resolution. It provides a framework in which conflicting parties can participate partly, fully, or not at all. Unlike the traditional quantitative approach, this new approach deals with tangible and intangible factors including political skill, diplomacy, threats, and concessions. Intangible factors are measured and traded off against tangible ones. A thorough discussion of the Analytic Hierarchy Process is followed by its application to a series of current world conflicts including Northern Ireland, South Africa, and the Middle East. Retributive conflicts are then given special attention. Cases include the Canadian/U. S. free-trade negotiations.

Review New Directions in Conflict Theory: Conflict Resolution and Conflict Transformation / Sage Publications Ltd:Recent developments in the international political scene have caused scholars and theorists to rethink accepted views on conflict theory. Consequently, the contributors to this timely volume believe that conflict theory must now move in new directions. Are all conflicts resolvable? New Directions in Conflict Theory argues that instead of being resolved, conflicts are usually transformed by redefining the actors, issues, or modes of operation. This process may not eliminate the conflict but may divert it into a more manageable and less violent course. In developing the transformation perspective, this volume explores the validity of rational and subjective approaches to conflict resolution, considers the value of international law and organizations for addressing complex social phenomena, and outlines a structural approach to international conflicts. In addition it extends the analysis of conflict transformation to new issues on the international agenda, such as antagonism between urban and rural areas and threats to the environment. This wide-ranging and multiperspective review of conflict theory is essential reading for scholars and students in peace studies, international relations, and international politics.
