There are certainly stark contrasts between optical network developments in the long-haul space and the metro core. Strategies for designing networks in the metro are much more complicated and diverse and, therefore, can take a much lengthier time to be implemented. (See Exhibit I) Of course, another reason for the long delays is a result of the stringent and costly operations requirements of the RBOCs/ILECs (Regional Bell Operating Companies/Incumbent Local Exchange Carriers), which have to be met before equipment can be placed into their plants.
